JOB DESCRIPTION
Manage professional Subcontract Administrators, and provide guidance and oversight in the development of subcontract documents, work statements, and terms and conditions for the procurement of specialized materials, equipment and services. Provide guidance in the area of RFQ/RFP preparation, analysis and evaluation of supplier proposals, negotiation of prices and subcontract provisions, and administration of resulting subcontracts. Additional responsibilities include negotiation and coordinating additions, deletions or modifications to subcontracts. Successful applicant will have knowledge of FAR/DFAR regulations and ITAR as required, have worked in an IPT environment, have previous subcontract background (preferably on Government and Development program subcontracts), and the ability to work with multifunctional teams. Candidate will be required to review/understand the Prime Contract Terms and Conditions and flow down to Suppliers as applicable. Develop solutions to complex problems that require regular use of ingenuity and innovations. Ensure solutions are consistent with organizational procedures and objectives. The candidate will also be responsible for the administration of Interdivisional Work Orders between NGC sectors, which are being managed as a Subcontract based on their dollar value and complexity. Work is performed without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignments. Working knowledge of SAP desired. Basic Qualifications: Must have people skills to manage a mix of senior and junior level administrators. Must have at least 10 years of experience administering and managing major subcontracts, with a solid understanding of FAR requirements and Command Media Procedures. Must also have knowledge and understanding of various types of subcontracts, and the ability to analyze cost and pricing data. Bachelors degree in related field. A Secret clearance is required. Preferred Qualifications: Must possess good negotiation skills and have the ability to manage within an IPT structure and a development environment. Must have a working knowledge of ITAR and import/export licensing processes, and a good understanding of EVMS. Security Clearance Required.
