Description:
The successful candidate will join the Pricing Service Center of Northrop Grumman Information Systems. In this position the candidate will develop, analyze, evaluate, coordinate, prepare and oversee NORTHROP GRUMMAN Bill of Materials (BOM) in support of cost/price proposals to government and commercial customers. The candidate will provide dedicated operational support of proposal efforts to include review, and evaluate supplier data/pricing received, prepare BOM pricing templates to support proposal specific pricing models, negotiate supplier quotes and recommend/select suppliers. The successful candidate will possess good interpersonal skills to interface with suppliers and customers. The candidate will establish the requirements and criteria for substantiation of costs estimates to NORTHROP GRUMMAN management, customer representatives and government audit agencies. The candidate will ensure adherence to Federal Acquisition Regulations, Public Law 87-653, Truth in Negotiations Act, and NORTHROP GRUMMAN policies and procedures with regard to cost proposal preparation, review, submission and negotiations. The candidate will also assist in the development and maintenance of estimating systems. This position is located in Sacramento, CA. Experience in the following areas is required: BA/BS in Business Administration, Accounting, Finance, Mathematics or an applicable discipline (or equivalent experience) with at least 10 years related experience. Thorough understanding of the requirements of FAR, DFARS and other applicable government regulations. Must be able to effectively manage competing priorities and deadlines and handle multiple tasks in a fast paced environment. Must be a team player, independent, proactive and posses excellent problem solving and organizational skills. Strong proficiency in Microsoft Office, especially MS Word and MS Excel. Ability to learn and master Northrop Grumman Information Systems custom software - SAP, Legacy JIT and JIT Rumba, and MAPs. Strong proposal, strategy and procurement understanding and excellent written and verbal communication skills. Ability to work and interface with various levels of personnel across multiple divisions. Position requires working extended hours and some extended travel (up to 20%) may be required in support of proposal activities in various locations.
