Subcontract Manager 1 - Defense Systems Division Roles and Responsibilities: This position will report directly to the Manager of Subcontracts for the Air and Missile Defense Systems Business Unit and is responsible for supervising aspects of the Subcontracts function for assigned programs or operating units. The successful candidate will work as part of the management team and must be able to provide responsible advice and counsel on a wide range of subcontracting issues. Responsibilities include the overall leadership of the subcontracts function within a program of operating unit(s). The successful candidate will possess in depth knowledge and understanding of government contracting regulations and best practices, ability to develop, communicate, and implement subcontracting strategies and plans in accordance with overall business unit strategies and objectives, broad proposal experience to include expertise in strategic sourcing, ability to drive cost effective make/buy decisions, capability to analyze RFP and SOWs for risk and assist in developing risk mitigation strategies, proven ability to review and evaluate price/cost analysis, source selections, and develop negotiation plans. Additional Responsibilities include but are not limited to: Monitoring key metrics and benchmarks to support measurement against goals; Developing and maintaining a system of continuing coordination, follow-up, and monitoring of subcontract operations to ensure timely and efficient processing of requirements. Training, compliance audits, and oversight of other administrators as well as technical staff; Development of strategic agreements (NDA, Teaming Agreements, and Subcontracts Agreements) to support program of unit; Ensuring all efforts are performed in compliance with Division, Sector and Corporate policies and well as Federal Government regulations; Advising subcontracts staff on the development of requests for proposals and evaluating subcontract work statements for consistency with the prime contract requirements; Recommend unique terms and conditions for the procurement of specialized materials, equipment, and/or services; Recommend team members and subcontractors to ensure successful teaming approach and/or post award performance; Assist with analyzing and evaluating proposals; Evaluate negotiation strategies; Suggest mitigation techniques aimed at curing subcontractor performance deficiencies and/or optimizing the subcontract management process. The position will be based in Huntsville Alabama area with occasional travel as required to meet Business Unit needs. Minimum Qualifications; BS/BA degree with 10+ years of progressive subcontracts and procurement experience to include management or master with 8+ years, or equivalent experience In-depth understanding of procurement policies, procedures, and regulations Proven organizational and leadership skills Strong interpersonal and communication skills MBA and/or CPCM desirable. Secret Security Clearance or ability to obtain Experience with the SAP procurement module is highly desirable
