JOB DESCRIPTION
JOB SUMMARY:

Responsible for management and oversight of the enterprise wide procurement function (procurement, contract management and vendor relationship management) within AMERIGROUP. Procurement is responsible for the acquisition of a broad range of goods and services needed by the organization to meet its commitments to customers and achieve established business objectives. Provides the necessary vision, leadership and day-to-day management of the function in order to obtain the highest value for the company from its vendor relationships.



PRIMARY RESPONSIBILITIES:

1. Sets the strategic plan and annual objectives for the overall procurement organization within AMERIGROUP.



2. Creates plans that address goals, timing and resources required for expanding responsibilities to manage all non-compensation general and administrative spend and select provider/medical services agreements.



3. Establishes overall policies, procedures, and best practices to enable the company to optimize the management of vendor spend.



4. Creates and leverages a repeatable, disciplined approach to implement best practice agreements organization-wide focused on total cost effectiveness, enhanced service levels, and risk compliance.



5. Guides adoption of policies and procedures across all impacted functional areas, clearly defining roles and responsibilities of each functional department.



6. Develops and continuously improves all strategic sourcing, requisition and payment, and contract management processes.



7. Interacts closely and consistently with executives and managers in cross-functional teams of all internal departments in order to further integrate procurement initiatives throughout AMERIGROUP.



8. Creates performance metrics to establish baseline capabilities and measure improvements in controls.



9. Actively analyzes department metrics to drive efficiency and effectiveness improvements.



10. Proactively develops, enhances and manages a contract lifecycle management system including establishing policies and procedures.



11. Builds, develops and supports an effective leadership team to drive achievement of departmental objectives, including education and training initiatives for department personnel.



12. Builds information systems on an on-going basis to support overall departmental goals and objectives.



13. Ensures all activities within Procurement department are in compliance with Sarbanes Oxley and other AMERIGROUP internal policy and compliance requirements.



14. Effectively represents the company to external organizations, including but not limited to, government agencies, community organizations, area businesses, trade associations, providers and vendors, in a manner that maintains the integrity and enhances the reputation of the company.



15. Other duties as assigned.





EDUCATION AND EXPERIENCE:

Education:

Required: Bachelors Degree in Business, or related field required with 12 years relevant work experience and at least 7 years of leadership/management experience.

Preferred: MS or MBA preferred. NAPM or similar certification preferred

Required:

* Strong process management skills, with the ability to define process and results metrics, implement continuous process improvement techniques, and manage complexity.

* Demonstrated strengths in leadership, people management, teambuilding and professional development of staff. Strong people management skills with the demonstrated ability to manage senior level professionals to perform a complex set of responsibilities that require significant judgment, commitment, and initiative.

* Strong influence skills used to work collaboratively and increase strategic sourcing influence across all geographies, functional areas and divisions. Works collaboratively across boundaries-divisions, functions, geography, etc.

* Resourceful, action and results-orientation with the ability to get things done and overcome obstacles.



Specific Technical Skills

Required:

* Deep data analytics skills centered on identifying necessary data analysis required to review a category area, functional expertise in using Microsoft Excel, database technologies, and contract management systems.
