SUMMARY:
Directs and coordinates the activities of the Facilities department including construction, maintenance, custodial services and facilities engineering and directs and coordinates activities of Calibration, Calibration standard Procurement, Calibration Technical resources, used in Manufacturing and R&D. Directs the activities of relocation of company personnel to new and/or renovated facilities. Provides technical support to local company and remote sites as needed or requested with respect to the above activities. Exercises judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or recommendations or failure to get results would normally result in serious program/project delay and considerable expenditure or resources. Directs and coordinates engineering through subordinate engineers, supervisors, and calibration technicians to attain production/NPD goals consistent with cost, high quality, reliability and delivery requirements and exercises project management principles, methods, tools and techniques for the effective planning, scheduling, organization, control, integration, and completion of project(s) of limited scope and duration by performing the following duties personally or through subordinates. Individual will have demonstrated creativity, foresight and mature technical judgment in anticipating and solving problems, determining technical program objectives/requirements, organizing/leading projects and developing standards & guides for technical activities affecting calibration.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Directs the day-to-day activities of the facilities, construction, maintenance and custodial services departments to ensure optimum performance and economical operations of the physical plant and capital assets.
- Develops and controls departmental operating and capital budgets.
- Monitors and controls energy consumption. Develops and implements energy conversation programs and practices to increase operating efficiency and reduce costs.
- Develops, implements and upgrades departmental operating procedures, clerical systems and programs that account for and control department costs and variances.
- Recommends to senior management improvements in techniques and methods used in completing construction, engineering and maintenance projects.
- Oversees the negotiation of contracts with architectural, engineering, construction and consulting firms for projects and/or renovations.
- Develops and maintains short and long-range facilities master plans.
- Prepares and presents reports to senior management regarding the status of facilities activities, construction and/or renovation programs/projects.
- Tours and reviews buildings and grounds to determine areas in need of special attention. Identifies potential failures before they occur and initiates appropriate corrective action(s).
- Identifies and manages available space as well as under-utilized areas throughout the company. Maintains square footage utilization by departments for budget purposes.
- Reviews and makes recommendations on leased properties. Assists in the negotiation of leases and purchase of real estate properties.
- Works with the company’s safety and facilities personnel to coordinate and implement risk avoidance programs.
- Ensures manufacturing room areas are constructed to meet manufacturing requirements and regulations.
- Responsible for ensuring personal and company compliance with all Federal, State, local and company regulations, policies and procedures for Health, Safety and Environmental compliance.
- Responsible for ensuring that subordinates follow all company guidelines related to Health, Safety and Environmental practices and that all resources needed to do so are available and in good condition.
- Responsible for pre-purchase screening of equipment and supplies that might have adverse effect on the health, safety and environment of our employees and customers.
- Prepares reports required by regulatory agencies.
- May be responsible for supervision of shipping, receiving, warehouse functions or other areas as determined by site management.
EDUCATION and/or EXPERIENCE:
- BA/BS in an applicable engineering field
- 7 -9 years of related experience and/or training
- or equivalent combination of education and experience.
- CERTIFICATES, LICENSES, REGISTRATIONS:
- All required state, county and city facilities/construction/HVAC certifications.
OTHER SKILLS and ABILITIES:
- Ability to lead and manage self directed work teams.
- Ability to use PC and associated software.
- Ability to read technical drawings, schematics and specifications.
- Ability to translate complex design requirements into functional calibration / metrological requirements. Complete understanding of the calibration/metrology industry.
- Ability to work with engineers and other research and design employees.
- Knowledge of QSRs, ISO, FDA and other related regulatory requirements.
- Must possess a clear mastery of theoretical and practical fundamentals and techniques applicable to the calibration/metrology function and have demonstrated calibration/metrology technical skills
- Ability to travel as needed or requested.
- In-depth technical knowledge of equipment and quality related systems as well as calibration standards and documentation control systems in a regulated manufacturing environment.
- Ability to manage projects of limited scope and duration.
- Knowledge of the principles, methods, tools and techniques of project management.
- Good leadership and interpersonal skills.
- Good written and oral English communication skills.
- In-depth experience in facilities management of a multi-site, multi-location facility.
- Thorough understanding of all applicable federal, state and local laws and regulations regarding the manufacture of medical devices.
