Northrop Grumman Technical Services sector is seeking a Manager, Operations Research 3. to join our team of qualified, diverse individuals in defining the future. This position will be located in Arlington, Virginia. The qualified applicant will become part of Northrop Grummans Team Supporting Joint Staff (J-8) performing studies, analysis, and assessments of Defense programs, processes, doctrines, policies and strategies as well as providing guidance, advice, and recommendations to support implementation and revision of the Defense Strategy, synchronized with the Planning, Programming, Budgeting, and Execution System (PPBES) cycle. Roles and Responsibilities: * Manager of a team providing analytical support to the Joint Chiefs of Staff (J-8) organization. * Provide liaison between his team and customer task management to ensure alignment of analysis efforts, directions and business requirements. * Provide leadership over activities providing analytic support to the Joint Staff J-8 to include strategy development, budget and cost management, proposal development, product and service acquisition and delivery, teaming relationships and communication activities thereby ensuring timely and cost effective delivery, and customer satisfaction * Responsible for daily operations of assigned team of personnel to include direct supervision of assigned staff, assignment of work, schedules, day to day workflow, and operating costs. * Program Manager responsibilities include: cost, schedule, and technical performance of a assigned team and project deliverables to include status reports, software products, tool development, configuration management and life cycle management of customer deliverables. * Monitors work operations of exempt and/or non-exempt employees on a daily basis and actively assists or provides direction to subordinates as require. Reviews deliverables for adequacy in meeting objectives * Direct and conduct program technical reviews with Government clients. Minimum Qualifications: To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: * Technical Training * 15 Years work experience for joint technical programs (or 10 years work experience for joint technical programs or related professional experience with a Bachelors Degree ) (or 8 years work experience for joint technical programs or related professional experience with a Masters Degree) * Six years experience as project lead or project manager of technical government programs. * Position requires a current TS/SSBI Clearance Preferred Qualifications: Candidates with these desired skills will be given preferential consideration: * Experience serving on the Joint Staff or other staff particularly in the JS J8 * Experience with DoD customers * PMP certification * Experience with JCIDS (CJCS 3170) and/or the Analytic Agenda This position is contingent upon contract award, budget, and/or customer approval.
