Acquisition Analyst (36782)

Analyzes factors and current market conditions related to acquisition planning for the acquisition of Architectural and Engineering Services (A/E), supplies, professional services, Facilities Support Services, and building construction.  Performs sophisticated market research and prepares acquisition planning recommendations to Government Contract Specialist and  Contracting Managers. Develops the complete set of documentation, approvals and notices to release a solicitation within established milestones. Takes lead role in providing past performance analysis, and cost and price analysis of contractor proposals for Blanket Purchase Agreements, Fixed Price, Time & Materials, and Cost type contracts. Is expert in the use of automated source selection tools such as SPS/IDEAS, and can adapt the tools to the particular circumstances of the acquisition. Manages and administers complex contracts. Performs independent research on statutes and directives. Develops and documents new procedures when required by changes in policy or best practices. Writes policy manuals, acquisition plans, source selection plans, security documentation and model contracts as required. Applies extensive knowledge of acquisition directives to tailor each procurement to the appropriate statutes and provisions. Provides guidance and mentors the performance of less experienced analysts.   Required Qualifications:  Bachelors degree (in business or related field) and seven to nine years of government acquisition experience.  Level II Acquisition Professional Development Certification (or equivalent).   Desired Qualifications: Level III Acquisition Professional Development Certification desired.  Experience administering construction contracts.  Proficiency in using SPS or IDEAS.
