Acquisition Analyst (Active TS clearance required)...

Duties and Responsibilities:  Primary duty is serving as a senior contract specialist in support of an on-site government contracting officer responsible for large contract actions in support of a Special Access Program Central Office (SAPCO) and program office.  Oversees the analysis of the most complex problems relating to government acquisition and program management. Must be skilled in CPFF and CPAF type contracts.  Job requires a high degree of  acquisition experience and the ability to brief Acquisition Strategy, Business Clearance Memorandum and other documents to senior government acquisition personnel. The job requires strong written and verbal communication skills, strong business judgment and strong cost analysis proficiency. Performs original research to conceptualize program strategy or innovative acquisition designs that maximizes effectiveness. Prepares contract instruments.  Assists the program office personnel in the preparation of the governments requirement package. Must be highly skilled in excel and the preparation of Pre and Post negotiation memorandums.  Understands all integrated aspects of acquisition cycle from basic research to production and test. Skilled at applying acquisition-streamlining techniques.  Skilled at documenting process change and at writing white papers to capture new concepts or specialized applications.    Required Qualifications:  Bachelors degree (in business or related field) and 10 to 12 years of experience. Masters degree or professional certification preferred.  Requires experience in weapon system procurement and must be DAWIA Level 3 certified.  Special Access Program (SAP) experience required.  Active TS/SSBI current within the last 5 years.  Must be able to work independently.   Desired Qualifications:  International contract experience desired. Experience with CPIF and FPIF type contracts.
