Preferred candidate will be a senior manager/retired officer with recent experience in ops, plans or C4IT (J6). Preferred candidate will have a Bachelors degree in a technical field. Experienced with program and project management to include strong operational background, preferably in telecommunications and network engineering. Experienced with personnel and resource management, and demonstrated relevant management or participation in all aspects of design, installation, integration, test and evaluation. Experience in supporting the communications planning and implementation aspects of major headquarters, command center or large organization relocations. Strong and effective communication skills, both oral and written. "¢ Responsible for daily operations, all assignments, milestones, briefings and reports. Provide accurate and prompt estimate to complete (ETC) and estimate at completion (EAC) information. "¢ Responsible for management of the contract task order under NCI, Inc, in support of the United States Army Information Systems Engineering Command (USAISEC).
The program manager will:
* manage the daily operations of the contract and ensure/provide project control, reporting, and administrative management of all personnel to include subcontractors.
* interface on a regular basis with the COR and or TPOC keep them informed and fully up to date on all issues.
* ensure qualified personnel, materials, services, equipment, support software, to fulfill the terms and conditions of the task order.
* provide responsive forecasting and ensure aggressive recruiting, and continual close coordination with NCI VP for TEIS Operations, the TEIS Program Manager, TEIS Program Control Officer, corporate support staff, and subk task leadership and administrative support personnel.
* ensure HR oversight, ensuring professional development/education, timecard and expense report review and approval, invoice review, subcontract review, quality control for all contract deliverables.
* ensure prompt and accurate short and long term forecasting within corporate accounting system as well as for the customer though continual update of estimate at completion information
Requires BS/BA degree.
Requires 8-10 years experience.
