JOB DESCRIPTION

The Director of Programs (DOP) will provide guidance, oversight and management of the Program Management Office (PMO), including overall responsibility for all programs as well as the Program Managers (PMs) with the responsibility to lead the company to successful fulfillment of the fiscal, delivery and quality requirements on all programs.


 


The DOP will work hand-in-hand with the PMs as well as with the management team to establish and maintain a PMO that is considered by industry standards to be “world-class”, in that it results in a high-caliber of program management and delivery of goods and services that consistently meet or exceed both internal and external customer requirements.


 


Responsibilities:


 



  • Provide active and sustaining support, guidance, oversight, leadership and mentoring of the PMs in the PMO to both lead and assist, where necessary, to ensure the successful management and completion of all programs.

  • Establish and maintain a system of accountability for the PMs as well as for all functional departments.

  • Establish and maintain (and strive towards continuous improvement) standard operating procedures and systems with prudent application of project schedules, Material Requirements Planning (MRP) integration. and earned value management systems.

  • Select, in concert with other managers and the General Manager (GM), the programmanager for each program.  Establish a set of criteria for the selection of each PM tailored to each program and offer the best candidate for each program. Ensure current and near-term future PM resource needs are addressed through proper and frequent planning and hiring.

  • Review and monitor the performance of each program and PM. Establish and oversee the implementation of a suitable methodology for tracking programs to ensure their success. Lead and participate in periodic program reviews and establish the methodology for the early detection of issues.

  • Lead the PMs in establishing world-class, sustaining customer relationships that results in top level customer satisfaction ratings on current programs, as well as preferred treatment for future business and a growing business base.

  • Ensure that program managers are trained and qualified for the role of program manager (through new hire and employee development and training programs) through internal and external training options as well as mentoring initiatives.

  • Foster career growth for the PMO department. This responsibility includes establishing career growth goals and metrics as well as performing regular reviews and assessments against those goals.

  • Ensure that the PMs work closely with contract administrators to ensure that all legal and contractual aspects of a program are properly managed.

  • Inform the GM and General Management Team in real-time of any/all current or anticipated significant programmatic issues.

  • Take an active role in current and future resource planning for personnel, facilities, tools and equipment to ensure sufficient capacity is in place to support future program demands.

  • Ensure that the PMs follow all policies and procedures.

  • The PMs will be accountable for sales growth from our current customer base. The DOP

  • Work with the PMs in concert with the Business Development department, to establish a strategy and a formal plan for growth for each customer.

  • Participate as an active and supporting member of the Executive Management Team

  • Ensure timely and quality delivery of proposals applicable to current contracts.


Knowledge, Skills & Requirements:


 



  • Bachelor’s degree desirable in a technical field coupled with specific coursework and/or seminars and/or certifications in program management office (PMO) disciplines

  • Proven track record in managing multiple, large programs with measurable (andsuccessful), with minimum experience (can be either consecutive or concurrent) as follows:

    • Ten years management experience with direct reporting of five (5) or more people

    • Five years experience managing multiple, multi-million dollar complex programs in a manufacturing environment

    • Three years running a PMO (with demonstrated experience successfull creating and maintaining a PMO system)

    • Demonstrated skills in cultivating and maintaining excellent customer relationships,leading to a measurable track record of return and growing business base with current customers.



  • Highly experienced in earned value management systems (EVMS) with the hands-on experience necessary to be able to create and implement an EVMS system.

  • Knowledge of the advanced composite products industry is desirable, but not required.
