We have an immediate need for a Principal Manager, Subcontracts 


 


This position is responsible for the leadership and management of the overall planning, development and execution of major subcontract initiatives and industrial procurements to support Enterprise goals, objectives, and expected financial results.  The principal function of this position is to strategically manage the subcontracting function for the Rockwell Collins Enterprise.  The position will support all Rockwell Collins business units by developing and managing performance based subcontracts that support enterprise strategies and achieve enterprise objectives through a continual focus on the reduction of Rockwell Collins total cost of ownership. The expectation is that this position will collaborate, via Supply Chain Management processes, with the Rockwell Collins business units to drive consistent enterprise wide subcontracting and program management focus as well as maintain a strong emphasis on performance based supplier relationships. 


The ideal candidate will be knowledgeable in strategic subcontracting and program management regarding all facets of operations and business management.  This person must be a visionary leader with a global business perspective who exhibits high energy & enthusiasm required to establish new approaches to subcontracting and program management.  Finally, this person must possess excellent communication/people skills and the ability to communicate to all levels of the organization up to and including the CEO. 


  


 


PRINCIPAL ACCOUNTABILITIES:          



  • Provides leadership, guidance and training to the Subcontract management team (Pr. Subcontract Managers, Subcontract Administrators/Buyers and Subcontract Coordinators).

  • Provides leadership and directs the activities of the Subcontract management team to support the major programs, from the make/buy analysis, requirements capture, contracts, and subcontractor management through the product life cycle.

  • Establish and implement consistent subcontracting policies & procedures enterprise-wide

  • Manages and directs the Subcontract Team in subcontract program/project cost, schedule and risk of assigned programs, and present program status at program reviews and to Senior Leadership.

  • Interface with Enterprise Business Unit Leadership to resolve subcontracting issues and set strategic direction for all of subcontracts

  • Ensure compliance with all import and export rules and regulations.

  • Provide interpretation and leadership to ensure good business practices consistent with Government and/or Corporate and Division policies and procedures.

  • Ensure negotiations support the Enterprise goals and enhance RCI’s competitive position.

  • Ensures that the Subcontract Team is directing the Source Selection Board for competitive procurements.

  • Team Leader for Subcontractor performance, ensuring plans, measurements and monitors are in place for quality, delivery, compliance to specifications, price competitiveness, ethics, technical competence and overall business conditions.

  • Act as area resource for contracts, interpretation of business law, terms and conditions, and supplier financial analysis.

  • Strives for 100% internal and external customer satisfaction by obtaining and maintaining a clear understanding of the customer’s needs and providing products and service which satisfy customer requirements.


 


Minimum Requirements


 


Bachelor’s degree in appropriate discipline, and ten years of related experience, or, in the absence of a bachelor’s degree, sixteen years of related experience.


Applicant must be capable of obtaining a US Department of Defense (DoD) security clearance.  US Citizenship is required.
