JOB DESCRIPTION

Duties/Responsibilities: 

 


  • Perform contract management primarily for advanced, large and complex programs, as well as other special assignments at the discretion of the Director of Contracts.

  • Officially represents the company in contractual communications with the customer, both written and oral.

  • Analyzes solicitations for identification of all elements of business risk.

  • Specifies to the Proposal Manager, all contractual guidelines to be followed during proposal preparation.

  • Organizes the technical data, delivery schedule, terms and conditions and other contractual elements into a cohesive proposal.

  • Ensures that any exceptions to customer’s requirements are clearly spelled out in all proposals.

  •  Reviews cost data and other detailed information to assure that bids can be supported to Government representatives.

  • Prepares, coordinates the review of and submits for approval, teaming agreements.

  • Guides customers in structuring procurements to company advantage.

  • Provides counsel to management regarding proposed contract liability, terms and conditions and compatibility with established company practices.

  • Provides and/or obtains legal advice regarding contracts as required.

  • Assures that proposals clearly define the scope of work to be performed and are in consonance with the applicable U.S. or foreign laws/regulations and Company policies and procedures and have been approved at the appropriate management level.

  • Provides follow-up support and participates with customers in proposal reviews and assists government/customer representatives in their review and audit of the proposal support data.

  • Negotiates contracts with customers, including terms and conditions, price incentives, relating pricing factors, such as payment provisions, which minimize Company investment and necessary supply and facilities contracts.

  • Assures the Company proprietary rights in data are protected.

  • Assures that the contract document precisely reflects the terms of the negotiated agreement.

  • When applicable, performs contract management interface with other Business Units and Company foreign representatives on programs with international customer.

  • As appropriate, develops and establishes special protective terms and conditions for international contracts.

  • Guides customer in restructuring contracts for best customer/Co. fit, considering funding availability and other program constraints.

  • Develops and manages all procedures and actions necessary to establish and execute other business arrangements involving the company, including licensing, teaming and non-disclosure arrangements with other companies.

  • Participates with the Business management department in providing recommendations and decisions for company marketing projects/forecasts and strategy for capturing new business.

  • Issues sales orders authorizing expenditure of funds and efforts for contracts or orders and changes thereto, which identify contractual line item(s), scope of work and applicable specification(s).

  • Provides instructions for compliance with Government/customer directives and regulations.

  • Maintains cognizance of contract performance progress.

  • Monitors funding and delivery status during term of agreement.

  • Advises management of possible problems and notifies customer after coordinating with appropriate departments.

  • Monitors contract performance for constructive changes.

  • Monitors contract funding and conducts customer liaison to permit effective post award negotiations, incentive fee determinations and renegotiation/re-determination.

  • Initiates necessary actions to expedite customer acceptance and payment.

  • Requests the use of company funds, through Management Funding Authorizations (MFA), when deemed advisable to support contractual activity.

  • Administers contract closure by coordinating with operating departments to assure proper disposition of Government property or other residual material and inform management of any potential liabilities.

  • Maintains official records file as required by contract terms, FAR and other Government regulations or law.

  • Performs other associated departmental duties as assigned, including but not limited to departmental policy development, department representation on committees, recommendations for improvement and contractual presentations.

  • Experience Requirements: 
    Bachelor’s degree in Business Administration, related field or equivalent applicable experience. LLB or MBA desirable.

  • A minimum of 10 years experience in contract administration is required, preferably managing large complex systems and engineering contracts.

  • A comprehensive knowledge of Government contracts, policies, pricing and accounting principles, and a basic knowledge of the engineering aspects of company products, is essential.

  • Ability to make positive and rational decisions to assist company management, as well as a proven capability to develop new and creative approaches in negotiating and managing contracts.

  • Responsible for continuous communications with and advice to all levels of divisional and corporate management.

  • Controls and maintains all external company contacts with customers.

  • Work performed under very limited supervision, with broad company and departmental policies and procedures
