Advisory Services Division (TASC) of NGIS is looking for a successful Senior Proposal Manager. Plans and schedules proposal efforts. Coordinates development of cost, schedule, and technical elements in the development of proposal in accordance with request for proposal (RFP) specifications. Directs the research and analysis of historical data to support proposal efforts. Coordinates all proposal activities and participates in meetings. Participates in should-cost and pricing reviews with management. Essential Functions: Will manage large technical proposals, both written and oral, and work closely with corporate capture managers to develop and implement winning competitive proposal strategies. The proposal managers specific responsibilities include directing and coordinating the activities of proposal Volume Leaders and numerous technical authors to produce high quality, winning proposals while meeting stringent schedule requirements. Additional responsibilities include directing and coordinating proposal production staff to produce high quality proposal products-graphics, slides and text, and coordinating corporate senior staff to perform Pink, Purple, Red and Gold Team proposal reviews. Successful employee will contribute to the corporate data archive which includes resumes, project summaries, management methodology and technical boiler plate. Proposal manager will also serve as a mentor to junior proposal managers and proposal authors and assist in proposal review teams and promoting a standardized corporate proposal processes. Qualifications: Bachelors degree, Masters degree or equivalent experience. Minimum Experience: 15 years with Bachelors or 13 years with Masters. Proposal management experience required. Must have experience in reading and analyzing requests for proposals, creating proposal outlines, schedules, and compliance matrices, managing and coordinating activities of several writers and production staff, editing written material, writing new material, proofreading and performing quality check of proposals, under tight deadline constraints. Must have the management skills required to direct and orchestrate large, multi-contractor proposal team efforts. Understanding of Shipley Proposal Development process is required. Superior communications skills are required. Mentoring skills are highly desirable. Applicants must be willing to undergo a government security investigation and must meet eligibility requirements. SCI clearance highly desired, but applicants deemed to be eligible for SCI clearance will also be considered. Security Clearance Required.
