Northrop Grumman Corporations Cyber and SIGINT Systems Organization (formerly ESL) in Sacramento California is seeking a Senior Program Manager (PM) for Airborne ISR COMINT / ELINT payload development efforts in our San Jose, CA location. The Cyber & SIGINT Systems BU will support Intelligence and Department of Defense customers in the areas of signals collection and processing, special purpose systems, full spectrum information operations systems and services, cyber deterrence, and information assurance. C&SS has lead responsibility for the Intelligence Systems Division (ISD) Cyber, Information Operations, Special Access, and Airborne ISR Collection mission areas. The PM will be responsible for all aspects of executing payload development programs. The PM will establish priorities and set direction for the day-to-day management of the program. The PM will prepare materials to support both internal and external reviews with regard to cost, schedule and technical performance. The PM will be expected to lead proposal activities to include ECPs and ROMs. The PM will be required to interface with the customer on a regular basis and will accompany others in executive management during customer visits. The PM will provide direct oversight of the complex development schedule and work with the functional areas to ensure that the development schedule is coherent, that all action items are addressed in a timely fashion and that EVMS and other metrics are established, measured, and managed accordingly. Additionally, the PM will assist others within the organization in sustaining and growing the programs business base. S/He will be responsible for developing the staffing plan and supporting the proper staffing of the project. The candidate must be willing to travel up to 25% of their time on average. The following are the Basic Qualifications for this position: * Bachelors degree in related field * Experience in managing and understanding SIGINT technology - COMINT and ELINT, receivers, direction finding, geo-location. Also, experience and understanding of competitors and competitors products in the SIGINT market place. * Candidate must have 18 years or more of successful experience in program or technical management positions. * S/He must have direct experience executing / managing major technology development projects where Systems, HW and SW engineering were involved. * The candidate must have excellent communications and people skills. * The candidate must have a demonstrated track record of building and leading high performing multidisciplinary project teams. * Due to the nature of the work on this project, the candidate must have an active Top Secret Clearance. * Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
