Description:
Electromagnetic Systems Laboratory in Sacramento, California is seeking a Program Subcontracts Manager. This position is for a Subcontracts Assistant Program Manager (SC APM) to perform as an Airborne ISRs programmatic interface for related subcontract activities. The SC APMs role is to lead Subcontract Management Teams (SMT) in representing NG when interacting with subcontractors. In addition to the SC APM lead, the SMT includes NG representation from the areas of technical, subcontracts administration, mission assurance, program controls, and other areas as deemed necessary. Responsibilities for the position include but are not limited to the following: lead of SMT activities, coordination of interaction with "common" subcontractors across multiple programs, leading reviews at ESL and vendor sites; analyses of subcontract data; trouble-shooting and problem solving of related program-vendor issues; schedule and risk management to include managing subcontractor to work a rounds and return to green plans; develop budget estimates and maintain program subcontract budgets; prepare presentations.
BASIC QUALIFICATIONS: A minimum of 10 years industry experience with at least 5 years allocated as a Program Manager (PM) or Assistant/Deputy PM and 5 years as a Contracts/Subcontracts Lead assigned to a program of 10M or more in value. BA/BS required with technical experience desired. Ability to spend at least 25%-30% working at vendor locations. The candidate must have excellent communication and people skills. The candidate must have a demonstrated track record of building and leading high performing multidisciplinary project teams. Due to the nature of the work on this project, a TOP SECRET clearance is required. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
