Northrop Grumman Corporations Cyber and SIGINT Systems Organization (formerly ESL) in San Jose California is seeking a Senior Capture Manager for Airborne ISR efforts. The Cyber & SIGINT Systems BU will support Intelligence and Department of Defense customers in the areas of signals collection and processing, special purpose systems, full spectrum information operations systems and services, cyber deterrence, and information assurance. C&SS has lead responsibility for the Intelligence Systems Division (ISD) Cyber, Information Operations, Special Access, and Airborne ISR Collection mission areas. Job Description: The Capture Manager will assist others within the organization in sustaining and growing the programs business base. S/He will be responsible for developing the staffing plan and supporting the proper staffing of the project. The Capture Manager will be responsible for all aspects of executing payload development programs. The Capture Manager will establish priorities and set direction for the day-to-day management of the program. The Capture Manager will prepare materials to support both internal and external reviews with regard to cost, schedule and technical performance. Duties span the programmatic lifespan from business development and proposal leadership to production execution, maintenance, and field support. The candidate must be willing to travel up to 25% of their time on average. Functional responsibilities include but are not limited to the following: a.) Collaborate with new prospective customers to understand mission needs and establish partnerships to shape future requirements; b.) Indentify announced opportunities and recommend disposition (pursue, collaborate across orgs, defer or drop); c.) Perform initial business case, customer and competitive analyses required to complete an opportunity assessment for select pursuits; d.) Support strategic campaigns plans as required in collaboration with other division operating units; e.) Collaborate across corporate sectors as needed to coordinate opportunities and teaming; f.) Assume capture leadership to develop strategy and capture management plan; g.) Support proposal development efforts as needed from the standpoint of strategy and positioning to win; h.) Assist in determination of R&D needs and long-term strategic planning. Additionally, the PM will assist others within the organization in sustaining and growing the programs business base. S/He will be responsible for developing the staffing plan and supporting the proper staffing of the project. The candidate must be willing to travel up to 25% of their time on average. The following are the Basic Qualifications for this position: * Thorough understanding and knowledge of the SIGINT domain, customers and NG competitors. * Candidate must have 18 years or more of successful experience in program or technical management positions. * Experience with Air Force acquisition process or at least Defense Acquisition process in general. * Bachelor degree in a technical discipline. * S/He must have direct experience executing / managing major technology development projects where Systems, HW and SW engineering were involved. * The candidate must have excellent communications and people skills. * The candidate must have a demonstrated track record of building and leading high performing multidisciplinary project teams. * Due to the nature of the work on this project, the candidate must have an active Top Secret Clearance. * Understanding of EVMS reporting. Experience in the following areas is an asset: * Masters degree preferred. * Experience in interfacing with the companys Business & Finance, Engineering and HR organizations is highly desirable. * Experience with Navy acquisition processes.
