The successful candidate will serve as the Director of the Strategic Center for Coal (SCC) at the Department of Energys National Energy Technology Laboratory (NETL) with an option to also serve as the Northrop Grumman Technical Service (NGTS) Program Manager (PM) for the subcontract with the prime contractor. NGTS initial workforce will be approximately 50 people with growth potential. As Director of SCC: Will manage projects involving combinations of engineers, scientists, and technicians to support NETL activities through the three R&D campuses (Pittsburgh PA, Morgantown WV, and Albany OR). Responsible for managing and contributing technically to the development of new activities related to exploratory research in natural gas, oil, and coal; enabling science for energy technologies; and system analysis for informing R&D activities. Support for business development including development of new DOE work and work for other clients of NETL. Position Summary / Responsibilities: As Director of SCC, designs and implements business processes to enable product research and development portfolio prioritization, resource allocation, and risk management. Designs related integrated process team activities and directs activities to ensure vertical and horizontal integration. Provides product portfolio analyses and reports to management committees for support of decision-making. Leads teams in strategy efforts, lifecycle management planning, and assessments of probability-of success. Develops systems to support dynamic portfolio management. Serves a key role in portfolio evaluation process. Drives initiatives across functions and research and development units to create fully integrated strategies. Monitors and reports on portfolio status. As PM, responsible for the cost, schedule and technical performance of the NGTS contract with the prime. Participates in the negotiation of the contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms and conditions of contract. Acts as the primary customer of program activities. Leads program review sessions with the prime contractor to discuss cost, schedule, and performance. Develops new business or expands the business with the prime. Establishes milestones and monitors adherence to master plans and schedules. Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program. Direct reports will be leads in assigned program areas. Candidate should have or be able to gain DOE or DoD clearance. Minimum Education / Experience: BS in Engineering or a related field and 15+ years of relevant work experience in R&D Portfolio Management and Engineering and Sciences Program Management. Advanced degree in business or technology management desired. An advanced degree in engineering or a related field is also desired.
