Description:
The successful candidate will serve as a Quality Control Manager at the Department of Energys National Energy Technology Laboratory (NETL) with an option to also serve as the Northrop Grumman Technical Service (NGTS) Program Manager (PM) for the subcontract with the prime contractor. NGTS initial workforce will be approximately 50 people with growth potential. Position Summary / Responsibilities: As Quality Control Manager: Works as directed. Provides leadership for Quality Control personnel and provides quality control inspection activities on assigned project and or functional areas to ensure that products or services provided are in accordance with customer and prime contractor requirements. Regularly interacts with other employees, representatives from a variety of functional groups, and executive management, suppliers, subcontractors and client on project, and prospective clients. Responsible for: 1) Developing, establishing and evaluating the adequacy of specific programs used to train and test inspection, examination, and testing personnel 2) Qualifying, training, certifying and supervising all Quality Control personnel 3) Providing leadership for Quality Control support activities for assigned program(s) or project(s) to ensure that products or services provided meet customers and prime contractors requirements 4) Providing leadership for development and implementation of Quality Control Programs, procedures, manuals, resource allocation, and training 5) Interacting regularly with customers, program and project management. Also interacts with prime contractors Quality Assurance and executive management 6) Managing all staffing decisions (hiring/firing), conducting performance reviews, and providing salary recommendations 7) Developing and implementing testing and inspection procedures to assure compliance with quality standards and applicable government regulations 8) Auditing testing results to determine if product specifications are met 9) Advising operating units on quality control standards for raw materials, chemicals, packaging materials, and finished products. 10) Recommending corrective action where necessary As PM: Responsible for the cost, schedule and technical performance of the NGTS contract with the prime. Participates in the negotiation of the contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms and conditions of contract. Acts as the primary customer of program activities. Leads program review sessions with the prime contractor to discuss cost, schedule, and performance. Develops new business or expands the business with the prime. Establishes milestones and monitors adherence to master plans and schedules. Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program. Direct reports will be leads in assigned program areas. Candidate should have or be able to gain DOE or DoD clearance. Minimum Education / Experience: BS in Engineering, Physical Science, Math, Quality Assurance or a related field and 15+ years of relevant work experience in Engineering and Sciences Program Management and Quality Control. ASQ CMQ or CMQ/OE preferred. Evidence of previous certification required. Skills/Competencies: Must be tested for visual acuity and color discrimination as a part of employment. Requires proficiency in the use of computers and software packages needed to support the documentation, analysis and retention of quality records. Requires the ability to communicate clearly and interface effectively with a diverse group of professionals. Security Clearance Required.
